Their vision was to deliver the best and most trusted early childhood education and child care services for area families. Recently, the Chows were selected out of more than 240 Primrose Schools as National President’s Award winners for their passion, professionalism and commitment to the Carrollton community.

Despite the challenging economic climate, the Primrose School of Castle Hills operates consistently at more than 90 percent enrollment. Moreover, Tom and Priscilla’s school serves as one of eight training facilities nationwide for franchise owners new to the franchise system. Priscilla, a former teacher and school principal, credits much of the staff’s continued enthusiasm to their shared commitment to community involvement and philanthropy.
Annually, Primrose Schools recognizes top-notch franchise owners from across the country with the President’s Award. Selected schools exemplify excellence in Primrose Schools’ rigorous Standard of Excellence Accreditation evaluation. It is because of the hard work of franchise owners like the Chows that Primrose students attain a significantly higher overall level of mastery of school readiness concepts, and in most cases, twice the level of their normative peer group.
Over the past six years, Primrose Schools has used the Bracken School Readiness Assessment to ensure the effectiveness of its proprietary curriculum. Results at the national level indicate Primrose students are ready for elementary school. More than 90 percent of Primrose students mastered 80 percent of the Bracken school readiness concepts. Primrose students also show 1.5 times more growth than their peers in concepts mastered by the end of the school year.
